The State offers various types of funding depending on the nature of your construction project. State funds can only be used to cover certain project costs. Please read through the Funds Available section to make sure you understand what funds are available and how the funds may be used.
The Funds Available section details eligibility requirements for each type of funding. In general, your district will need to show:
- The need for the project
- The district's ability to obtain local funding
- The number of unhoused pupils
For new construction grants, your district must complete the following documents:
- Form SAB 50-01 (PDF): Enrollment Certification/Projection
The OPSC uses the information on this form to determine a district's initial eligibility for new construction grants. The district must provide enrollment information on this form for the current year and each of the three previous years.
- Form SAB 50-02 (PDF): Existing School Building Capacity
The OPSC uses this form to determine a district's existing school building capacity.
- Form SAB 50-03 (PDF): Eligibility Determination
This form consists solely of the reporting of projected enrollment, broken down by K6, 78, and 912. The OPSC uses the information on this form to calculate the district's eligibility for new construction grants.
For modernization grants, your district must complete Form SAB 50-03: Eligibility Determination. This form consists solely of the reporting of classroom space of the required age, broken down by K6, 78, and 912. The OPSC uses the information on this form to calculate the district's eligibility for modernization grants.
To help your district make sure its application is complete, the OPSC has developed an Application Submittal Requirements (New Construction / Modernization) (PDF - 85 KB) document which lists items required for Funding Eligibility applications.
Submit the required documents to the OPSC.
The State Allocation Board (SAB) administers and allocates funds available to eligible school districts pursuant to Proposition 1A and the School Facility Program (SFP). The OPSC serves as staff to the SAB. The OPSC:
- Assists school districts with their applications
- Reviews your school district's funding application to verify its eligibility and ability to comply with SAB requirements
- Prepares recommendations for the SAB's review and approval
- Assures that funds are disbursed in accordance with the law, regulations, and policies of the SAB
The OPSC also prepares SAB meeting agendas, which keep the board members, school districts, staff, and other interested parties apprised of all SAB actions. Approved agenda items are the underlying source documents that the State Controller's Office uses for releasing funds, and they form the basis for districts to proceed with their projects. The agenda items provide the "historical record" of all SAB decisions. School districts, facilities planners, architects, consultants, and others can and should use them to track the progress of specific projects or availability of funds.
