Proposition 1A, the "Class Size Reduction KindergartenUniversity Public Education Facilities Bond Act Of 1998," provided $6.7 billion for K12 school construction projects. The Office of Public School Construction (OPSC) and the State Allocation Board (SAB) distribute these funds to eligible school districts through the School Facility Program (SFP) established by the Leroy F. Greene School Facilities Act of 1998.
The SFP represents a significant change from prior State programs to assist school construction. Under the SFP, the State provides funding in the form of per-pupil grants. Basing the grants solely on the number of unhoused students makes calculating the State's award to each district very simple and much quicker.
The SFP consists of two primary grant programs: new construction grants and modernization grants. Supplemental grants for site development, site acquisition, and other project-specific costs are available in some circumstances.
Financial hardship assistance is available for districts that cannot provide all or part of their share of the project funding.
Environmental hardship assistance is available for site acquisition in specific circumstances.
Additional assistance may be available if your construction project is the result of a declared disaster.
